Goodie Bags For Tea Party Sleepover

I'm having a tea party sleepover and I want to have goodie bags for the girls. Were kinda tight on money (like everyone else is) and I need some cheap but enjoyable things for the goodie bags. What can I use? Thanks to everyone who replies!!!
