How About Another Boston Tea Party

if federal tax is taken out of your paycheck before anything else is deducted, then why should we pay tax on any refund from the state? any money paid into the state and refunded or not, was already taxed by the feds once. isn't that taxation without representation? or double taxing people? i would like some answers from soneone that know about taxes please. thank you.
